I normally add texture to my papers and elements using overlays and blending modes, but with whites and very light colors it can be a challenge. Adding use of Levels can get much nicer results. I am using my Textured Tags as an example, using the blending mode the result looks a bit too “rough” for my liking.
To fix this you can select your overlay layer, then Image> Adjustments> Levels and adjust your Input Levels and /or Output Levels to achieve a result you like. (Start with small adjustments.)

It also works beautifully with white or light patterns and backgrounds.
